i think there should be a member group that doesnt "moderate" boards, but makes the boards and can add mods and stuff like that.

So basically a limited admin? That would be a techinician. I also think that would be convenient.

Thing is, you can moniter admin and moderator actions, so if they do anything out of line, they lose it! ALso, the should be in "SmashFiles Forum Chat". Could the respective Moderator(s) move it there?

yeah, its impossible to do that, and why would we want another person to do that? We have 1 admin, 2 global mods, and 2 partial mods.
